Abstract
This paper examines a case study in Molise, part of a local experimental project, to explore the transformative potential of deliberative democracy. Using a systemic theoretical framework and qualitative methods, it highlights the shift from top-down to bottom-up participation. The findings show how civic engagement reshapes participatory systems, moving toward more open, context-specific forms. The study challenges the binary of top-down vs. bottom-up, proposing deliberative democracy as a co-evolving space between institutions and citizens.
