Abstract
The aim of this article is to reflect on the evolution of the concept of welfare, considering the significant changes and adaptations in response to different economic, social and political challenges. The theme of social innovation is then analyzed, measured not only in economic terms, but by new experiences and models that involve different actors, such as local communities, the public and private sector, non-profit organizations and citizens, for shared solutions processes. A responsible and generative welfare is then described that does not limit itself to providing assistance to citizens but actively engages in promoting individual and collective responsibility and in generating opportunities for growth and development, enhancing the commitment of people in the community.
